Mayor & Council
Elizabeth grew up in Ross, attended Ross School, and returned to Ross in 2000. She has 3 children currently attending the Ross School. Elizabeth loves the charm of the small town and the sense of community that the Town fosters. Elizabeth has worked as a civil litigation attorney in Marin County since 1997, and specializes in land use and municipal law. She was elected to the Town Council in June 2012, and re-appointed for a second term in 2016, and reappointed for a third term in 2020. She served as Mayor FY 2014-2015, and FY 2019-2020.
Bill Kircher was elected to the Town Council in April 2020. Bill and his wife, Valerie, a former teacher, have enjoyed living in Ross ever since buying their home here nine years ago. They have three grown children, the youngest of whom taught at Bacich School. Bill is an attorney (Stanford Law School) with broad-based experience in state and local government.
Council Member Kuhl has lived in Ross for 38 years with his wife Janey. They were active in Ross Recreation activities while their children attended Ross School and have maintained an interest in community affairs since. He is interested in making local government as transparent as possible and maximizing citizen involvement. His degrees are from Cornell University and Stanford law school. He has practiced as a trial attorney in San Francisco for over 50 years, serving also as a temporary judge, mediator and arbitrator.
Julie McMillan moved to Ross with her husband, Tim Baughman, in 1992. After attending UCLA and Stanford Law School, Julie practiced complex litigation at O’Melveny & Myers until 1999. All three of her children graduated from Ross School, where Julie was elected to the School Board (2003-07) and served as Capital Campaign Chair (2006-10), Endowment President (2001-04), Foundation President (2002-03), and Margie Burke Speech Tournament Chair (2011).
Council member Robbins has lived in Ross with her husband, Stephen Hauser, since 1992; their three sons are all graduates of Ross School. She is a physician and clinical professor at UCSF; her specialty is pediatric oncology. She served as a member of the Ross School Board for 16 years and was the Marin County Trustee of the Year in 2012. She has been a member of the Marin County School District Organization Committee since 2003. She served as Mayor FY 2017-2018 and 2021-2022.
Kelley Reid served on the Town Council from 1990 to 1997, which included two terms as Mayor. In 1998, he was appointed Town Treasurer and has served in that position since.
