Welcome to the Planning Department page. The Ross Town Council serves as the Town's Planning Commission.
The Planning Department provides staff services to the Town Council related to the implementation of planning and land use policies and regulations in Ross. This includes Design Review as well as enforcement of Town ordinances that govern the development and use of property within the community.
The Town has a voluntary advisory design review process. The Advisory Design Review Group is made up of local design professionals appointed by the Town Council.
The Planning Department works with property owners and their design professionals on most development projects occurring within the Town. Please be sure to contact planning staff before beginning a project to learn about any related regulations or necessary applications. Planning staff are available to meet with you both on and off site to discuss your project. Afternoon appointments are available upon request.

Elise Semonian began working for the Town in 2006. Elise’s primary responsibility is to review projects for zoning code compliance and process applications for development that require review by the Town Council. Elise grew up in San Anselmo and has been a Marin resident for most of her life, currently living in the City of Larkspur with her husband and two sons. Elise has a Bachelors Degree in Political Science from California State University, Chico, and a Juris Doctorate degree from the University of San Francisco School of Law. She is certified as a planner with the American Institute of Certified Planners (AICP).
