The Ross Town Council is the governing body of the Town of Ross and the five members are elected by the residents. Each year, in June, the Council elects one of its members to serve as Mayor for a one-year term. Council members are residents of the Town who volunteer their time to serve the community. Council elections are held in June on even-numbered years. Members are elected for a four-year term. The next election will be held in June 2010.

Council member Martin has been a lifelong resident of Ross. He served as President of The Cannery for over 30 years and his extensive community service experience includes the San Francisco Visitor and Convention Bureau, Fisherman’s Wharf Association, Fisherman’s Wharf Community Benefit District, the San Francisco Bay Delta Center, and the Telegraph Hill Neighborhood Center. He is committed to preserving the small town character of Ross, and listening to its citizens. He was elected to the Ross Town Council in 2008 and is currently serving as Mayor.

As a resident of Ross for the past 19 years, Council member Small and her family have enjoyed the charm and beauty of the community. Her top priorities include retaining the small-town character of Ross, flood control, traffic/safety, emergency preparedness, responsible fiscal management and transparency in government. She believes in a common sense approach to problem solving and decision making. She has held leadership roles in a number of community organizations such as the Ross Property Owners Association, Ross Community Survey and the Ross School. Her background includes hotel/resort management for the Marriott Hotels. She was elected to the Ross Town Council in 2010.

Council member Hunter and his wife, Mary Lee Rybar has resided in Ross for 27 years where they have raised their three children. His community activities have included the Ross Recreation Board, Ross Property Owners Association, and the Ross School Foundation (President). As a businessman, his skills include executive management, strategic marketing, contract negotiation and implementation and monitoring of financial systems. He believes Ross governance is a marvelous example of democracy in action. First elected to the Ross Town Council in 2004, he was reelected in 2008 for a second term.

P. Rupert Russell, Council Member

Council member Russell has lived with his family in Ross since 2000 and his two children have attended the Ross School since Kindergarten. He believes that the Town's guiding principles must be fairness, consistency, transparency and good neighborliness. He is a strong supporter of flood control and has been the Secretary and a Board member of the Flood Mitigation League of Ross Valley since 2006. He is CERT trained and is a Ross Disaster Block Captain. He has been a business and transactional lawyer for nearly 30 years and is a partner in the law firm of Shartsis Friese LLP in San Francisco. He has a law degree from Oxford University in England. He was elected to the Ross Town Council in 2010.

Richard Strauss, Council Member

A lifetime resident of Marin County, Council member Strauss has resided in Ross for over 30 years where he has enjoyed a strong family life. His goal is to preserve the character and charm of Ross while responding to the current needs of the citizens. His community involvement has included the Ross School Foundation, Seadrift Design Review Board and the Marin Rowing Association. He is an architect and has owned and managed an architectural firm for the past 30 years. He was elected to the Ross Town Council in 2004 and reelected for a second term in 2008. He served a second term as Mayor in 2009.

Town Council Meetings
The Council meets on the second Thursday of each month at 6:30 p.m., in the Council chambers, Ross Town Hall, located at 31 Sir Francis Drake Boulevard, at the corner of Lagunitas Road. Agendas are typically available at Town Hall and on the Town's website on the Friday prior to each meeting. Town Council Responsibilities
The Town Council is responsible for the overall management of the Town. Council members rotate positions on the Community Protection, Finance, General Government, and Streets and Parks Committees. Committee members are responsible for working with Town staff and the public, and making recommendations to the Town Council for final action in each of these areas. The Town Council has final decision making authority within the community.
